Ross has been an effective advocate for cultural diversity, multiculturalism and migrant and refugee settlement since 1990 having had roles including Director of the Ethnic Communities' Council of Victoria, CEO of Russian Welfare Society and Director of the South Eastern Migrant and Refugee Centre. He is a passionate believer in the positive contribution migrants and refugees make to creating a fairer, more tolerant, more creative and more prosperous Australia.

Ross has played a key role in ensuring Australia welcomes new arrivals in a way that maximises their opportunity to make a successful transition to their new country and providing them with equality of opportunity to pursue their dreams.
Ross' experience includes roles in the three tiers of government in Australia and in the not-for-profit sector in the UK, NSW, SA as well as Victoria. Ross is also passionate about the delivery of culturally appropriate services, and about creating sustainable, well managed NFP organisations that can support this aspiration. Ross' other professional interests include being an Associate at the Centre for Multicultural Policy & Program Evaluation, former member of the Northern Region Victorian Multicultural Commission Regional Advisory Council, former member of the Ministerial Responsible Gambling Advisory Committee and former member of the VEC Advisory Committee.
Ross is a recipient of the Victorian Meritorious Award for Service to the Community and in 2023 was recognised in the Australian Honours with an Order of Australia Medal for Services to Multicultural Victoria.
